Vullnet Doka

Mr. Vullnet Doka was born in Kavaja, on April 24th, 1970. Mr. Doka is a military carrier officer and holds the rank of Colonel. 

 

In his 31 years serving in the Albanian Armed Forces, Colonel Doka has taken different positions and has fulfilled important tasks, in the Air Force Command (1992-1998); Unit commander in the SIGNAL Regiment (1998-2003). From 2003-2016, Colonel Doka has served in the military intelligence as Counter terrorism specialist, analyst, Head of Sector, Deputy Director of Analytical Department and Director of HUMINT. In 2016, Colonel Doka moved to AAF General Staff working in the defense planning as the Head of Transformation Sector (2016-2017). From 2018-2020, Colonel Doka was involved in military education and held the position of Head of Strategy and Military History and lectured on the Theory of War and Strategy. During this period, Colonel Doka led and lectured in the Senior Course on Defense and Security. Prior to being the Coordinator and the Security Advisor to the President of the Republic, Colonel Doka held the position of the Director of the Cabinet of the Chief of General Staff of the AAF (2021-2022). 

 

Mr. Doka has completed Military Academy in the Branch of Anti-Aircraft Artillery, in 1992. In addition to military education, Mr. Doka has completed the studies in the jurisprudence and holds a DIND diploma from Justicia University, Tirana (2007-2011); has a Master of Science degree on Defense and Security, from Albanian Armed Forces Academy (2011-2013); Master of Arts Degree on Strategic Security Studies from the College of International Security Affairs and War College Degree from National Defense University, Washington D.C., United States (2015). 

 

Colonel Doka has completed several programs and trainings in the field of intelligence, counterterrorism, defense planning, etc., in the military and intelligence education institute in USA, Germany, Netherland, as well as NATO School’s and Centres of Excellence. 

 

Colonel Doka has participated in the NATO mission in Kosovo KFOR (2017-2018); NATO mission in Afghanistan “Resolute Support” (2020-2021) and in the OSCE monitoring mission in Ukraine, (March 2014).

 

For his achievements, Colonel Doka is awarded with non art.5 NATO Balkan Operation Medal 2018; non art.5 NATO Afghan Operation (2021); Medal for Distinguished Merit from Chief of General Staff, AAF (2011); Medal for fifteen and  thirty years of carrier in the Armed Forces, Medal for participating in the mission 2022, and “Croce Commemorative” awarded by the Italian Armed Forces for participating in the Resolute Support, Afghanistan (2021).

 

Mr. Doka is married to Mrs. Mirsie Doka, a financial expert, and they have a daughter Adelajda, and a son Murat.
