Klement Zguri

Mr. Klement Zguri graduated from the Faculty of Law, University of Tirana in 1996. Following graduation, he was appointed as the vice-mayor of Shijak Municipality and then held the position of the Shijak Mayor until 1998. In the same period, he was appointed as a member of the

Central Election Commission by the Decree of the President of the Republic for the elections of the year 1997 (part-time position according to the legislation of the time). After the end of the mandate as Mayor, he worked as an Inspector in the Ministry of Justice. Mr. Zguri has a long and successful career in the institution of the Central Election Commission. He was elected by the President of the Republic of Albania as member of this institution (CEC) in the years 2000-2009 for two mandates. Afterwards, he was re-elected by the Parliament of the Republic of Albania for three more mandates as member of the Central Election Commission, specifically in the years 2009-2017. In May 2017, Mr. Zguri was elected as Chairman of the Central Election Commission, a position he held until October 2020.

During his chairmanship, Mr. Zguri was elected by the Third General Assembly of the Association of World Electoral Bodies (A-WEB) as a member of the Executive Board of this body. He has also been an external lecturer of Constitutional Law at the Academy of Business University. During his professional experience, Mr. Klement Zguri has participated and successfully completed a series of trainings at the national and international level over the years.

In the period of February 27th – March 22nd, 1998, he was certified by the Agency for International Development of the United States of America, for the local government issues. In April 1998, he completed the course organized by the Albanian-American Trade Association on the topic “Local Economic Development: Public and Roles”. Also, in May 1999, he completed the training on “Albanian Criminal Law” organized by the American Bar Association/Central and East European Law Initiative in cooperation with the U.S. Department of Justice, Poland.

During his career, Mr. Zguri has been honored with the title of “Honorary Citizenship” granted by the town of Bluefield in the Commonwealth of Virginia, as well as by Putman County, West Virginia. Mr. Zguri has been distinguished as a pointed expert in election issues and their administration during his long professional career in the field of elections with over 20 years of experience. He has contributed on the drafting of electoral legislation through legal opinions and participation in roundtables organized by OSCE/ODHIR, the Council of Europe, USAID, as well as various national and international organizations. He has also participated as an observer of election processes in different countries of the world.

Since July 2022, he holds the position of the advisor to the President of the Republic of Albania
