Ilirjan Rusmali

Ilirjan Rusmali, who graduated in law in the year 1987 from the Faculty of Political and Legal Sciences of the University of Tirana, has developed his professional career over the years in the specialty of constitutional law and constitutional procedural law, elections, and law drafting.

After a short experience as a constitutional law lecturer at the same faculty, Ilirjan Rusmali served as a legal advisor to the higher state administration (Prime Minister’s Office, Presidency, and Parliament) in the period 1995–1997, before going on to practice in the private sector and as a civil society activist in the period 1998–2001. He returned once more to the private sector after the year 2013, this time working mainly as an independent constitutional expert. In this context, he has worked as a drafting expert for the Assembly and the parliamentary electoral reform commissions, especially participating to the drafting of the current legal framework for elections. He has also been collaborating with expertise for specific projects with a number of local, foreign, or international organizations such as the OSCE, NDI, UN-Women, GIZ, GADC, etc.

Ilirjan Rusmali has accumulated considerable political experience during the years 2001–2013 as a senior official of the Democratic Party, as a member of its National Council, and as a member of the Presidency of this party. At the same time, he held the office of Secretary for Legal Affairs in the party (in the period 2002–2005, also Secretary for Elections), being part of the leadership of the party both in opposition and in government.

In the framework of his political activity, he has been elected for two terms as a member of the Tirana Municipal Council (2000, 2003) and for two more terms as a member of the Assembly of the Republic of Albania (2005, 2009).

Throughout his parliamentary career, Ilirjan Rusmali has held the position of Chairman of the Committee on Legal Affairs, Human Rights, and Public Administration, has been a member of the Legislation Council and of the Committee on Mandates and Immunities, and has co-directed the ad hoc Committee on the electoral reform. He has also been the head of the parliamentary delegation of Albania in the Parliamentary Assembly of the Council of Europe.

In the years 2005–2008, Ilirjan Rusmali was successively Deputy Prime Minister and Minister of Justice of the Republic of Albania.

He broke away from political activism in the year 2013 to follow further politics only from the position of an attentive and professionally interested observer.

By decision of the Assembly, he has been elected a member of the Appeals and Sanctions Commission of the CEC and has been exercising this public duty since October 2020.
