Fjorida Ballauri

Fjorida Ballauri was born in Korça, on 14.02.1983. She graduated in 2005, as a lawyer at the Faculty of Law, University of Tirana. She completed postgraduate studies, Master in Criminal Sciences (2006-2008) at the Faculty of Law, University of Tirana. Since 2006, she holds the title “Attorney at Law”. In December 2015, she completed her doctoral studies and received the scientific degree “Doctor” at the Faculty of Law, University of Tirana, in the field of prevention of the conflict of interest in public administration and legal instruments against corruption.

 

Prior to the current position of the Legal Advisor to the President of the Republic, H.E Bajram Begaj, she held the position of lecturer and head of the scientific research group of social sciences in the Department of General and Legal Education at the Faculty of Security and Investigation, Security Academy (2021-2023). From 2015-2022, she worked as an external lecturer at the Faculty of Law, University of Tirana and continues her commitment to academic life as an external lecturer at the Security Academy. From September 2013 to November 2018, she worked at the General Prosecutor’s Office, in the positions of Legal Advisor and Director of the Cabinet. From 2006 to 2013, she worked at the High Inspectorate of  Declaration and Control of Assets and Conflict of Interest, where she contributed to various positions of expertise and management as a lawyer, Director of the Cabinet and Director of the Legal Department and Relations with Responsible Authorities.

 

She has published several publications in scientific journals or in national and international scientific conferences in the field of human rights protection; prevention of conflict of interest; public security; anti-corruption instruments and international cooperation; asset declaration and prevention of money laundering; criminalization of illegal enrichment, etc. She has also been an expert and co-author in the drafting of several manuals, guides and legal commentaries on ethics and the prevention of conflicts of interest, legal and institutional anti-corruption instruments, etc.

 

In the framework of professional development, in addition to qualifications and engagements in the academic field, she has participated and specialized in various trainings and workshops, mainly in the field of law; risk analyzes for the prevention of corruption and strengthening the capacities of the public administration in this regard; fight against money laundering; financial crimes; prevention of conflict of interests; the fight against human trafficking, etc.

Since 2016, she has been an expert and trainer for anti-corruption and good governance, within the training program organized by OSCE-Presence in Albania, the National Anti-Corruption Coordinator, BERZH, the Italian School of Public Administration and the Albanian School of Public Administration; trainer on the investigation of human trafficking, after several days of training organized and supported by the OSCE- Presence in Albania and the government of the USA, Norway and Italy; as well as trainer and experts at the School of Public Administration in the field of ethics, conflict of interest and corruption in public administration. In January 2023 she has been selected in the national roster of experts of the OSCE-Presence in Albania and for the UNICEF Albania, in the field of protection of human rights and minors.

 

Ms. Fjorida Ballauri is married and has two children. She has very good knowledge of English and Italian.
