The ceremony of selection by lot of the new members of the Justice Appointment Council (KED) was held today in the premises of the Institution of the President of the Republic. KED will carry out its activities in the year 2023, in accordance with article 149/d of the Albanian Constitution and items 7-10 of the article 221, of the law 115/2016 “On the governance of the justice system institutions”, amended.
The procedure was attended by the Ombudsman, in the quality of the observer, the Chairman of High Council of Prosecution, Deputy Chairman of the High Council of Courts, representatives from the Albanian parliament, the Constitutional Court, the EU delegation in Albania and OPDAT.
The new members of the Justice Appointment Council, selected by lot, are:
Mr. Altin Bimaj, Constitutional Court Judge;
Mrs. Fjona Papajorgji, Constitutional Court Judge;
Mr. Sandër Simoni, Supreme Court Judge;
Mr. Arqilea Koça, Prosecutor at General Prosecution Office;
Mr. Fuat Vjerdha, Court of Appeal Judge;
Mr. Engert Pëllumbi, Court of Appeal Judge;
Mrs. Arta Marku, Prosecutor at Court of Appeal Prosecution Offices;
Mr. Gjon Fusha, Prosecutor at Court of Appeal Prosecution Offices;
Mrs. Enerjeta Shehaj (Deraj), Administrative Court Judge.
Along with the nine new KED members, six KED replacement members were also selected by lot, in line with respective legal provisions:
Mrs. Vitore Tusha, Constitutional Court Judge;
Mrs. Albana Boksi, Supreme Court Judge;
Mrs. Alma Muça, Prosecutor at the General Prosecution Office;
Mr. Genti Shala, Court of Appeal Judge;
Mr. Moisi Duda, Prosecutor at Court of Appeal Prosecution Offices;
Mrs. Elda Vrioni, Administrative Court Judge.
The Justice Appointment Council (KED) is an independent body, as stipulated in the Albanian Constitution, which performs the verification, professional and moral evaluation of all High Justice Inspector candidates and Constitutional Court candidates. KED consists of nine members, who are selected by lot, out of a pool of judges and prosecutors, who meet the established criteria.
