Kasem Seferi - Economic Adviser

Mr. Seferi was born in Tirana on November 24th, 1950 In 1974 he graduated from the Economics Faculty of Tirana University majoring as an Economist on Industry. From 1992 until 2004 Mr. Seferi has attended various professional courses and seminars in Hungary, United States, Germany, Great Britain, Turkey, Netherlands, Rumania, etc. During 1998-2004 he was an Instructor of the General Directorate of Taxing about all the aspects of taxing administration. During the period of 1999 and 2004 he instructed the customs inspectors and subsequent checking inspectors on behalf of CAM Albania. From 1974 until 1982 he served as Assistant Film Director at Albafilm (formerly known as Kinostudioja Shqipëria e Re). From 1982 until 1988 he worked as the Head of the Distribution Branch at the Hamid Shijaku TSCE in Tirana. During 1988-90 he worked as the Head of the Economic Branch at the Sport Production Factory in Tirana. From 1990 until 1992 he was the Director of Totofutboll at the State Physical-culture Committee in Tirana. From 1992 until 1994 he worked as Inspector for Taxpayer Service at GDT. From 1994 until 1996 he served as the Economic Director of the General Directorate at the Albanian Public Radio-Television. During the period from 1996 until 1998 he served as the Director of the Checking Branch at the General Directorate of Taxing. From 2003 until 2005 he served as the Director of the Reform Directorate at the General Directorate of taxing. From 2005 until 2007 he was the Director of the Directorate on Foreign relations and Taxpayer Service. Mr. Seferi is a very good connoisseur of a few foreign languages and author and co-author of a few books dealing with economics and business public relations. Mr. Seferi frequently writes articles about different issues of taxing policy, taxing administration, etc, which are published at the weekly Monitor magazine.
